Add GitHub Actions workflow for building the plugin
- Trigger on push/PR to main, language, gh-workflow branches
- Build i18n languages.json via jq before frontend build
- Build frontend with pnpm + rollup
- Package with Decky CLI and upload artifact
- Publish to GitHub Release on version tags (v*.*.*)
