Add mirrored Decky ujust setup

Provide an explicit setup-decky-mirror recipe that keeps upstream
setup-decky intact while routing Decky Loader installer scripts through
AeroCore's Decky mirror. Add a focused shell test to catch accidental
fallbacks to the GitHub installer URL.
